This city would definitely enforce the no smoking rule. It was actually an animation project done by Danish visual effects artist Pingo van der Brinkloev, who describes the process below:
"I wanted to make some infinite loops for istockphoto and I wanted to make a paper shader. The finished clips are actually only 4-5 seconds long but they can go on for ever. Then I felt like putting it all together for a little.. Mindfulness-short. Everything is straight out of cinema4d. "
